Sector 150 Registry Freeze Lifted: A Turning Point for Noida's Sports City

Following the Supreme Court's November 24, 2025 directive on conditional occupancy certificates (OCs), which was formally implemented in January 2026, the Noida Authority's 221st Board Meeting has cleared the path for a massive revival of Sector 150's long-stalled Sports City projects. The freeze on flat registries and Occupancy Certificates had been in place since January 2021, leaving over 20,000 homebuyers waiting to execute their sub-lease deeds and legally own their flats.

The Origin of the Freeze

Developers had failed to build the mandatory 70% sports infrastructure required under the "Sports City" scheme. The Noida Authority had allotted land to developers between 2011 and 2014 with a clear condition: build proper sports facilities alongside residential projects. Instead, as of April 2021, no significant sports infrastructure had been developed, leaving what was supposed to be Noida's sports hub as nothing but residential towers.

Conditional OC Framework: The Path Forward

Following a landmark Supreme Court order in late 2024, the Authority has agreed to a "Conditional OC" framework, officially lifting the ban for projects that comply with safety and building norms. Conditional OCs allow limited possession and registries, but full OCs will be issued only when dues are fully cleared and construction matches the approved plans.

The framework comes with strict conditions. Lotus Green Constructions and its sub-lessees must first pay 20 percent of their outstanding dues, after which revised building plans will be reviewed. Developers like Lotus Greens have committed to finishing sports facilities within 3 years and the remaining infrastructure within 5 years.

The Noida Authority has granted a "Zero Period" benefit, whereby developers are not charged interest or penalties on the COVID-related period and the years when registries were frozen, lowering their overall liability. Developers will be allowed to pay outstanding dues in half-yearly installments over three years after paying the initial 20 percent.

Relief for ATS and Other Developers

Major projects by Tata, Godrej, Eldeco, ATS, and Samridhi are now moving toward the registry stage, potentially benefiting 8,000 families in the first wave alone. ATS Infrastructure Limited was founded in 1998 and has developed approximately 39 million sq ft of residential space and delivered around 30 projects across Noida, Greater Noida, Gurgaon, Ghaziabad, Mohali, and Dehradun. In Sector 150 alone, the developer has built a meaningful footprint through projects such as ATS Pristine, ATS Kingston Heath, and ATS Pious Hideaways.

Market Implications

The decision makes it easier for buyers to apply for home loans, sell their property if needed, or plan possession with more clarity. For property investors, this decision instantly revitalizes Sector 150, known for its low-density planning and vast green covers, with registries opening expected to surge secondary market transactions and likely drive up property valuations in the area over the next few quarters.

With the legal "dark cloud" of the registry ban removed, experts anticipate a further 10–15% appreciation by the end of 2026 as "Ready-to-Move" stock becomes legally clear.

Ongoing Monitoring and Compliance

The ban has not been lifted blindly; the Authority has established a strict, conditional framework to ensure that the civic and sports infrastructure actually gets built. Once the builder clears their proportional financial dues with the Authority, the registry process will open up. If developers fail to meet these phased construction milestones, the Authority retains the right to halt occupancy certificates and registries once again.
